When Measuring ROI CIOs and their organizations are under increasing pressure to perform more with less: more operational support and delivery capabilities with less funding, headcount and executive understanding. Not only must a CIO keep the organizational "lights" on, but projects must be completed on time and under budget, reaction to customer requests must be timely and of the highest priority, plans must be strategic, and headcount must continually be adjusted downward. On top of this, CIOs must repeatedly justify the existence of the IT function to a business leadership that may not be entirely clear on the value that IT is providing to the enterprise. Government Not Spending All IT Money Wisely Congressional auditor cautioned a House panel that tens of billions of dollars the government budgets on IT each year aren't necessarily being spent wisely.
Testifying Wednesday at a hearing of the House Subcommittee on Technology, Information Policy, and the Census, David Powner, director of IT management issues for the General Accounting Office, pointed out that $22 billion of the nearly $60 billion President Bush seeks for IT for fiscal 2005 is for 621 major projects that are currently on the administration's management watch list. Volante CEO pledges to fight IT outsourcing Any outsourcing of IT services should be to Australian providers, not offshore, according to the head of Australian information technology services company Volante Group.

GAO calls for better IT management Agencies lack a full implementation of information technology strategic planning and performance measurement practices associated with key IT laws, officials at the General Accounting Office said this week.
